Perry Shea has a passion for ideas. Creating, strategizing and implementing are his life blood. He has harnessed this passion into dynamic leadership of both a fast-growing engineering and planning firm and leading one of Washington State’s most effective Economic Development Councils. While an engineer by training, Perry is an entrepreneur through and through. His early passion for innovation in transportation helped him pave the way for the design and construction of Washington’s first roundabout. Today he uses his creativity and experience to expand the clientele and service areas of SCJ Alliance and create unique approaches to complex projects.
As the President of the Thurston County Economic Development Council(EDC), Perry contributes to the prosperity of his community. He led a strategic planning effort that resulted in positioning the Council to foster economic progress, drive investment in the community, and cultivate new market opportunities that are sustainable and dynamic. The key focus of Perry’s role at SCJ and the EDC is to recruit, retain and expand. In the Spring of 2017 Perry embodied this commitment when he traveled to China representing Thurston County and the EDC to several investment groups seeking opportunities in the U.S.
Perry’s commitment to economic development and innovation has been a key factor in the transformation of SCJ from a three person start up to an 80 person company with five office locations in just over 10 years. The company has built a reputation for creative planning and engineering strategies that become catalysts for community investment.

Dr. Pehlivan is a geotechnical engineer specializing in earthquake engineering. She is currently working as a geotechnical engineer with CH2M in Seattle, WA. Dr. Pehlivan specializes in the analysis of seismic site response, soil-foundation-structure interaction, probabilistic seismic hazard analysis (PSHA), and the seismic design of foundation of structures. She was inspired to build more resilient communities and reduce the risk associated with the earthquakes following the 1999 Kocaeli Earthquake that hit Turkey.
Upon completing her undergraduate degree in Civil Engineering, she continued her graduate studies specializing in geotechnical earthquake engineering. She obtained her doctorate from The University of Texas at Austin in 2013 and started working as a consulting engineer in New York City, where she had opportunity to work on seismic design of projects in the US, Mexico, and Canada. During this time she also served as an Adjunct Professor at Manhattan College where she developed and taught seismic portion of a graduate course for practicing engineers on fundamentals of foundation design.
